Update for April 7:

Community Meeting

Please join us for the next community meeting on Wednesday, April 10 from 4:30 p.m. to 5:30 p.m. in the Estes Park Town Hall Board Room at 170 MacGregor Avenue.

Weekly Update

For next week, a temporary 4-way stop sign configuration will be in place on Monday, April 8 at the Elkhorn Avenue and Moraine Avenue intersection while crews switch off the existing traffic signals and install the new mast arm with new signals. The 4-way stop sign configuration will be in place through the end of the month.

To access the post office, please use the Town’s Riverside Parking lot, located north of Rockwell Street or find alternate parking. The east half of the post office parking lot will be under construction for the month of April.

*Please remember to frequent those businesses that are heavily impacted during this phase of construction. All schedules are subject to change based on weather and available resources needed to complete the job.

Work occurring for the week:

  • No night work is being scheduled for the upcoming week.

  • New sidewalks will be constructed on the south side of Elkhorn Avenue from E. Riverside Drive to the end of the first loading zone bump out (approximately 500 feet from the E. Riverside Drive \ Elkhorn intersection). Pedestrian access to the businesses in this area will remain available at all times during construction.

  • Curb construction for the new bus pullout pad on E. Riverside Drive at the River Bridge.

  • Continue electrical tie-ins for lights at the roundabout.

  • Removal of signals at the Elkhorn and Moraine intersection; install push buttons. Businesses and residents in the area should anticipate additional noise for the week.

  • Form walls for the new retaining wall on the east side of Moraine Avenue just north of the roundabout.

  • Continued work excavating, sub-grading and building the new bus pullout pad on E. Riverside Drive at the River Bridge.

  • The parking lot located on the southeast corner of E. Riverside Drive and Elkhorn (Dairy Queen lot) will have the E. Riverside entrance closed for this work. Access to the parking lot will be from Elkhorn Avenue.

The following traffic configuration is currently in place:

  • A one-way configuration when traveling west on Elkhorn Ave from the Elkhorn Ave/E. Riverside Drive intersection

  • A one-lane, one-way configuration when traveling south on Moraine Ave from Elkhorn Ave to Crags Drive

  • A one-way partial roundabout flow when traveling through the intersection of Crags Drive and Moraine Ave, which will be delineated by signs and barriers

  • A one-lane, one-way configuration when traveling northbound on W. Riverside Drive

  • A one-lane, one-way when traveling north on E. Riverside Drive from the new bridge

  • All remaining roads outside of the above bulleted points will remain in their current traffic configuration

  • The post office parking lot is closed and will remain closed through the winter. To access the post office, please use Rockwell Street. Post office and restaurant patrons need to park in the Town’s Riverside Parking lot, located north of Rockwell Street, or find alternate parking.

  • A closure of the Rockwell bridge with a detour south through the post office parking lot and across the new bridge onto E. Riverside Drive

  • An intersection closure of Virginia Drive, north of Elkhorn Ave (next to Bond park)

  • No right turn from the bridge onto E. Riverside Drive

The second week of April will bring changes to the current traffic configuration to include:

  • Traffic flow on Moraine Avenue will be switched to the east half of the road. This will facilitate construction of the new curb and gutter and roadway along the west half in preparation for paving.

Traffic Impacts

  • Full closures are in place 24/7. Other daytime impacts may include the following and will go from 8 a.m. to 5 p.m., weekdays and weekends (excluding holidays):

  • One-lane closure on East Riverside Drive

  • One-lane closure on Moraine Avenue/US 36

  • One-lane closure on Elkhorn Ave

General Work Schedule

Major construction will take place during non-peak months January through June and October through December. Please see full schedule below for more details.

Project Timeline

Fall/Winter 2023 to Spring 2024:

  • Improvements to the Elkhorn/Moraine intersection

  • Improvements to Elkhorn/East Riverside intersection

  • Improvements to the post office parking lot

  • East Riverside Drive storm line construction

  • Crags Drive and Moraine Avenue roundabout concrete paving

  • Baldwin Park retaining walls

  • New stairs at Moraine Avenue and West Riverside Drive

  • River wall from the new bridge to the Rockwell Street bridge

Summer 2024 to Fall/Winter 2024:

  • Improvements to Elkhorn/Riverside continued

  • Resurfacing Moraine Avenue, Elkhorn Avenue and Rockwell Street

  • Reconstructing East Riverside Drive

  • Installing new landscaping and irrigation

New Construction Project

A new construction project has begun in Estes Park on US 36 with varying traffic impacts, currently a lane closure west of the roundabout. This is not part of the Loop project. For more information, please contact the project team at:

Impacts to Other Modes of Travel

There is a detour in place for pedestrians who are wanting to access Piccadilly Square from Moraine Ave/US Highway 36. Pedestrians will take Rockwell Drive east and then turn south in front of the post office. Then, cross W. Riverside Drive to the river walk alongside the Big Thompson River. Pedestrians will next head south toward Baldwin Park and access Piccadilly Square from there.  Please note, there is no pedestrian access at the roundabout location (Crags Drive, W. Riverside Drive and Moraine Ave).
