Project Updates

Update April 21:

Crews plan to place a temporary signal on Moraine Avenue beginning on Monday, April 22 south of Davis Street. Vehicles will be held for short intervals to facilitate the rebuilding of asphalt on the east side of Moraine Avenue next to the roundabout. The signal will allow for a more consistent traffic and work flow with the goal of maintaining, and hopefully with good weather, expediting the construction schedule for this area. The temporary signal is expected to be in place through the month of May. Traffic was also recently switched onto the new asphalt on the west side of Moraine Avenue for these upcoming operations.

Over the past two weeks, the team has been working diligently to construct sidewalks on the south side of Elkhorn Avenue at E. Riverside Drive. To lessen impacts to businesses, an early morning concrete pour took place. Platforms were built over the concrete to provide access to businesses while the concrete cured. The new sidewalk will be open for weekend traffic.

To access the post office, please use the Town’s Riverside Parking lot, located north of Rockwell Street or find alternate parking. The east half of the post office parking lot will be under construction for the month of April.

*Please remember to frequent those businesses that are heavily impacted during this phase of construction. All schedules are subject to change based on weather, unforeseen circumstance and available resources needed to complete the job.

Some of the work occurring for the week:

  • Excavation and subgrade work will continue on the southeast corner of Elkhorn and E. Riverside in preparation for new sidewalks and gutters. The Dairy Queen parking lot will have the E. Riverside entrance closed for this work. Access to the parking lot will be from Elkhorn Avenue.

  • Overhead work will continue for mast arm placement at the Elkhorn and Moraine intersection. The temporary 4-way stop sign configuration will remain in place until the end of the month. Please use extra caution when in this area.

  • Excavation and grading will begin for upcoming concrete paving at the roundabout.

  • Virginia Drive is now open.

The following traffic configuration is currently in place:

  • A one-way configuration when traveling west on Elkhorn Ave from the Elkhorn Ave/E. Riverside Drive intersection

  • A one-lane, one-way configuration when traveling south on Moraine Ave from Elkhorn Ave to Crags Drive – temporary signal in place to direct traffic

  • A one-way partial roundabout flow when traveling through the intersection of Crags Drive and Moraine Ave, which will be delineated by signs and barriers

  • A one-lane, one-way configuration when traveling northbound on W. Riverside Drive

  • A one-lane, one-way when traveling north on E. Riverside Drive from the new bridge

  • All remaining roads outside of the above bulleted points will remain in their current traffic configuration

  • The post office parking lot is closed and will remain closed through the spring. To access the post office, please use Rockwell Street. Post office and restaurant patrons need to park in the Town’s Riverside Parking lot, located north of Rockwell Street, or find alternate parking.

  • A closure of the Rockwell bridge with a detour south through the post office parking lot and across the new bridge onto E. Riverside Drive

  • No right turn from the bridge onto E. Riverside Drive

  • Please note that Davis Street (west side off of US 36) will be closed while the temporary signal is in place. Vehicles will need to use Davis Street from Moraine Avenue.

Update for April 16:

Please be advised that crews plan to begin work starting at 5 a.m. each morning on Wednesday, April 17, Thursday, April 18 and Friday, April 19. Crews will place concrete to construct the sidewalk on the south side of Elkhorn Avenue from the end of the first loading zone bump out (approximately 500 feet from the E. Riverside Drive\Elkhorn intersection) to E. Riverside Drive, and on E. Riverside Drive to the south end of the building. An early start will allow more time for the concrete to cure prior to business openings. After concrete finishing operations, platforms will be placed to bridge over the new sidewalk and provide access into the businesses. During this process, pedestrian access into the affected business will remain available at all times during construction.

Weekly Update

Crews plan to switch traffic to the west side of Moraine Ave onto the new concrete pavement while they construct the east portion of the roundabout. This switch will occur on Monday, April 15. Motorists can still expect one through-lane of traffic with the east lane being closed. This will facilitate construction of the new curb and gutter and roadway.

The temporary 4-way stop sign configuration is currently in place at the Elkhorn Avenue and Moraine Avenue intersection and will remain in place until the end of the month. Please use extra caution when in the area.

  • No night work is being scheduled for the upcoming week. Crews will be working in the post office parking lot on Saturday, April 13.

  • New sidewalks will be constructed on the south side of Elkhorn Avenue from E. Riverside Drive to the end of the first loading zone bump out (approximately 500 feet from the E. Riverside Drive\Elkhorn intersection). Pedestrian access to the businesses in this area will remain available at all times during construction. Excavation will also begin on the southeast corner in preparation for new sidewalks and gutters.

  • Install push buttons at the Elkhorn and Moraine intersection and prepare for upcoming mast arm placement. Businesses and residents in the area should anticipate additional noise for the week.

  • Form walls for the new retaining wall on the east side of Moraine Avenue just north of the roundabout.

  • The parking lot located on the southeast corner of E. Riverside Drive and Elkhorn (Dairy Queen lot) will have the E. Riverside entrance closed for this work. Access to the parking lot will be from Elkhorn Avenue.

Traffic Impacts

Full closures are in place 24/7. Other daytime impacts may include the following and will go from 8 a.m. to 5 p.m., weekdays and weekends (excluding holidays):

  • One-lane closure on East Riverside Drive

  • One-lane closure on Moraine Avenue/US 36

  • One-lane closure on Elkhorn Ave

Impacts to Other Modes of Travel

There is a detour in place for pedestrians who are wanting to access Piccadilly Square from Moraine Ave/US Highway 36. Pedestrians will take Rockwell Drive east and then turn south in front of the post office. Then, cross W. Riverside Drive to the river walk alongside the Big Thompson River. Pedestrians will next head south toward Baldwin Park and access Piccadilly Square from there.  Please note, there is no pedestrian access at the roundabout location (Crags Drive, W. Riverside Drive and Moraine Ave).
